Is networking really about meeting more people?

Nope, meeting more people creates more contacts. It does not necessarily create a better network.
The real work begins after the introduction.

Can you remember what that person does?
Do you understand the clients they serve particularly well?
Do you know enough about their character and working style to trust them with someone important to you?

If not, you've collected a name, not built a relationship.
Scale has value, but only if there's enough information and intention behind it to make the network usable.
Otherwise, you simply have a very large address book.
